Cannot drag/drop PropertyWildCard after acquiring it through a Dealbreaker

Steps to repro:

Property Wild Card cannot be drag/dropped to other cards; This happened before splitting it from its original monopoly; the property wild card was acquired from a boardwalk monopoly from a dealbreaker;

I have not been able to reproduce this
