Release Notes 9.7 TEMPLATE (#3039)
* Release Notes 9.7 TEMPLATE * This is a copy of the 9.6 release notes with some modifications made * There will be other modifications still to come NOTE: Once final changes are made, decisions need to be made about the `.pages` file (based on whether the 10.1 release notes were merged first or not).
