Two different login process when two factor authentication plugin is used

Description

When the Two-Factor authentication plugin is installed and configured, the login process differs significantly between the standard Log in with Google and the One Tap Login methods. The One Tap Login does not show a page to add OTP, whereas the standard Login in with Google does.

Steps to Reproduce:

1. Use Google login to create a new user account.
2. Install and activate the Two-Factor plugin.
3. Enable Email-based two-factor authentication for the user created in step 1.
