Proposal: add support for kiro-cli (amazon)

Now that gemini support is around, is there a plan to add support for kiro-cli ?

Kiro CLI's PreToolUse hook can only allow/block — no command rewriting. This means the
integration approach is fundamentally different from Claude Code/Gemini/Cursor. The primary
mechanism will be a steering file (~/.kiro/steering/rtk.md) that instructs the agent to
prefix commands with rtk, similar to RTK's existing rtk-awareness.md pattern but placed in
kiro's native steering location.
