Store compiled binaries and associate with config to avoid unnecessary recompilation

Do what it says on the tin.

Would probably just copy the binaries to a ProffieConfig-allocated temp file and the use the config tracking system for the rest of the grunt work.

Doing a quick check to see if we already have a binary in the apply step is trivial.
