Measure speed that posts rise to top of subreddit

While thresholds can be set manually, it would be nice to be able to adaptively find a threshold speed to take the top slot (say top 1% or similar).

• Create a separate monitoring script to scrape the top posts every cycle and get their earliest time since post
• Optionally store this information in a database so that it can be accessed on the fly
• Adaptively add subreddits to the tool as users input them on the site
