Create user interface for subreddit choice

It would be ideal for users to be able to input the subreddit that they wish to have monitored and for the site to then begin updating that site.

• Add input bar for subreddit name
• Initiate adaptive filtering table in database that initializes with an imputed threshold based on historic data and the subreddit size (can be linear regression model or similar)
