Integrate ``find_active_nodes.py`` into current workflow

Current workflow just gets all nodes which belongs to the given slice, and
find_active_nodes.py finds all active nodes (nodes in which we can ssh right now) from a list of nodes.

Add an option to include or exclude check for active nodes while running rocketfuel itself.
