fallbackApproverRef does not have a description. Its purpose is not defined anywhere (in the API spec or in IDN's doc).

It is a identity reference (cf. idn/v3/schemas/IdentityReferenceWithNameAndEmail.yaml). Its type should be an enum with IDENTITY as its sole value or any other restriction to this value.
