List all portuguese districts

As a User
I want to have a list of all portuguese districts as soon as I open the app
So that I can browse and select the district I want to get data from.

Acceptance Criteria:
1 - As soon as I open up the app, a list of all portuguese districts must be displayed.
2 - The list must allow the selection of a district.
3 - After selecting the district, a list of some fake data must show up.
