List all councils of a district #2

As a User
When I tap a district, I want to get the list of all councils from that district
So that I can choose councils I want to follow.
Acceptance Criteria:
1 - As soon as I open up the app, a list of all portuguese districts must be displayed.
2 - When I tap a district, a list of the councils from that district must come up.
3 - When I tap a council a list of fake events must show up.
