Add piptree for requirements.txt processing #161

Is your feature request related to a problem? Please describe.
In Python, requirements.txt files usually do not capture the full dependency tree. Since we want to make it easy for users to do the right thing, let's add piptree to to the pipeline to resolve a complete tree.
