Add attribute to "ready" event that specifies server update frequency

Allow servers to specify how often and fast network updates will happen.

[bnolan]

Specify update in seconds. Eg 0.2 seconds for 5hz.

Recommend servers only use rational timesteps (ie not 6hz).
