[Feature] Option to turn off scriptcat update notification/changelog

Every time scriptcat updates, it makes a notification and opens the changelog in a new tab. I'm not particularly interested in this, so it would be great if there was an option to simply turn it off.

The recent updates have been quite frequent. Perhaps we could consider only popping up the changelog window when there are major updates.
