Support the new version of android_tools_extract-utils for LineageOS 23

When I use aospdtgen, I get the following error:

"Unable to find helper script at ./../../../tools/extract-utils/extract_utils.sh"

After checking, I found that LineageOS 23.0 no longer provides extract_utils.sh, and we need to support the new mode.
