tezos-packaging currently supports macOS 12 and 13. In the meanwhile, the public GA runners for Sonoma became available (see this list), and we should use them in tezos-packaging to add Sonoma support. Note that there are runners for both x86_64 and arm64 architectures.
Acceptance criteria
macOS 14 is supported for both x86_64 and arm64 architectures, and the support policy doc is updated accordingly.
