Add init instructions for window users

in the Getting started, there's line:
```
# Run this once to initialize project
# Must run with "bash" until initialized
bash vessel init
```

Windows users may not have bash available, so, maybe, there is a different command required. If vessel is not intended for Windows users, could you highlight it in the docs somehow?
