New serial sequences are not owned by table

Hi, thanks for creating contrib. drivers for pgsql 🙌. I just learned of silkscreen yesterday. :-)

The following still apply from Drupal 7 and Drupal 8:

• #3028706: Drupal 8. This one has a Needs work patch I posted.

The MySQL tests uses pre-built tables that it clones for certain tests if you pass --cache to the test script, but I never got it to work with PostgreSQL. IIRC, it was an issue with the sequences. I wonder if this will fix the tests.
