As a user, I can use an emoji reaction to opt out of Rubber Duck events

Allow users to provide a specific emoji reaction to a public, prominently displayed message in order to opt-out of future Rubber Duck Day events. Reacting to the message with this emoji should confer a specific role to the user. Likewise, the removal of this emoji should revoke the related role from the user.
