Instead of having fixed costs, we would like to have a cost logger that dynamically allocates time based on a distribution.

So for example, time to inspect a document might be characterised by a normal distribution where on average it takes 10 seconds, with a standard deviation of 5. While the time to inspect a result snippet might be characterised by an exponential distribution with a lambda of 2 seconds.

However, we might want to use a Weibull distribution which is more flexible and ranges from normal-ish to exponential-ish. See https://dl.acm.org/doi/10.1145/1835449.1835513 where they look at Weibull for IR.
