Shorthand aliases for blip points, use legend to explain alias

Currently, when hovering over a blip in the radar, it changes the color of the blip name.  This is cool for interactive purposes, but when you want to send an executive the tech radar as a static SVG, it renders the tech radar useless since the executive cannot read the muted text.
