Use Pelles C headers (Windows API) with w64devkit?

@skeeto @Peter0x44 Hi experts. Do you think spoofing as Pelles C using preprocessor is enough?

The Pelles C guys have flatterned C++ headers to be able to use from plain C and have some success. The most notable is GdiPlusFlat.

I think this will help with my short-lived experiments in #334 and #335.

Give it a shot and report your results to us here. If there's something on the w64dk end that would make it work better it might be worth doing.

OK. I will try this anyway. But I ask first because sometimes what I do is simply stupid and I shouldn’t do it from the beginning, since it will not work and will only waste time. Consulting an expert’s opinion first is the way I try to save myself from doing nonsense.
