Device db as sqlite3

Related to #86. When the db build happens output YAML and sqlite3 db. The YAML should be compatible with lcls-tools. The sqlite3 should be normalized to allow queries. Replace the Python YAML parser. Include mock devices from a separate YAML or perhaps encoded in Python (for easy access from tests).
