[p64v3] Missing Kailleraclient.dll

In the latest commit #998cf0b (although issue likely started earlier), launch complains about missing kailleraclient.dll. The message also says to put it in the root directory, but it is looking for it in the Plugins/Netplay directory.

I recommend the following:

1. Allowing it to launch even if no netplay plugins are present
2. Make that message appear if you try and start netplay without a plugin selected
3. Change the message to indicate the appropriate place to put the plugin
4. (Optional) Consider bundling in a default netplay plugin
