Creating a # as the start of a topic title will not allow the topic to get selected accurately.

Steps to replicate error:

1. Create a new article with # as the beginning of the topic title.
2. Save as draft/ publish
3. Return to dashboard to select the saved topic.
4. The correct topic will not render.
