Consistent formatting in LE pages and privacy policy

• Each page has a different table of contents style section at the top.
• Links should have descriptive names rather than being to https://snoonet.org/page
• Switch to markdown rather than HTML for formatting (for ease of maintenance)

Due to these pages being particularly sensitive for adherence to various regulations, any changes should be presented as a merge request for review (by Ari?).
