Split support for system configuration, home-manager configuration and user profile into seperate Cargo features

This would support a use-case where snow only is used for non-declarative user management where the system is managed elsewhere. One direct use for this is creating Nix-machines for your family etc. which do not have to understand the intricacies of NixOS but may still want to be able to install packages on their own.
