[Feature Request] CLI wizard for uploading idl and security data

A really cool feature to make devex easier would be a Wizard that helps uploading metadata for programs.

What do you want to upload?
IDL
-> Security

Do you want to add program version number to your metadata?

Security.json does not exist, do you want to create one?

Do you want to use a multisig?

What is yout multisig address?

-> Export base58 transaction

etc
...

Also helper functions for upload IDL and Security as a standard would also be good?
