Unexpected horizontal line is rendered on <nui-panel> component in Safari v15.0

Describe the bug
component is rendered with unexpected horizontal line at the top in Safari v15.0 browser.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://nova-ui.solarwinds.io/bits/release_v11.8.x/components/PanelComponent.html#example in Safari v15.0
2. Review any usage example

Expected behavior
component is clearly rendered with no unexpected elements

Environment (please complete the following information):

• OS: MacOS Big Sur v.11.6
• Browser: Safari
• Browser Version: Version 15.0 (16612.1.29.41.4, 16612)

Additional context
Assumption is that current issue is caused by 'background' style of underlying '.nui-scroll-shadows' class.
Issue stops reproducing when disabling this style in browser 'Elements' tool:

Hi, @gtereshkov, Nova currently doesn't have teams actively developing on it. I believe team Bravo may be accepting contributions for features/bugfixes. cc: @mzknksh

right now nova is in maintenence mode due to work on OO, so we're encouraging contributions which we can help check and release. (I would just recommend researching different option than just removing class that misbehaves in safari altogether)
