Sounds like you already have something running on port 5432, is there another database already running? Another wand instance? Anything that could be using that port?

To make sure you don't have anything on port 5432
Run these 2 commands:
sudo apt install net-tools - install net tools package.
netstat -ltnp | grep -w ':5432' - check what's running on port 5432

With no sudo it says (Not all processes could be identified, non-owned process info
will not be shown, you would have to be root to see it all.)
but with the sudo it has no output
