Unable to select different quest

The pirate quest where fairy soda is gathered for the old pirate stalls when the map needs to be handed to the pirate captain. No option in the menu seems to end up in any outcome other than he takes the map and walks away (this could be an in quest requirement I am not aware of though relating to level, etc)

That was the NPC where the issue seemed to arise, the pirate captain takes the map and resets the quest progress. I'm wondering whether it is maybe an issue stemming from selecting quests from NPCs? For instance on the truth quest, you can't select that option from Ayla currently, it will redirect you to the witch quest without the option of selecting which quest. Hope this helps.
