Make issue template propose using discussions for ideas

Feature description

Ideas and issues that are not actionable, small and well defined are very likely to stagnate indefinitely or drag on for very long. Having them mixed with the issues makes it hard to process the issue list and have get clear picture of where the project is going.

Implementation considerations

Modify .github/ISSUE_TEMPLATE/feature-request.yml to hint users to use the discussions unless their idea is very clearly actionable, small and well defined.
