I just want to know if this state is valid? or I misunderstand it.
I did some tests where a writer publish events and a bean not related to spring batch listen to those events after transaction is commit and it works as expected.

Yes, I mean Spring Batch does not have/register any listeners for those events, it does not intercept them at all.

What I am suggesting in that SO thread is that if you to intercept those events, you need to use one of the extension points that Spring Batch provides to add code before/after key phases of a job execution (using the provided listeners). The example in that answer is ChunkListener#afterChunk.

"properly" is inaccurate here. Spring Batch does not intercept those events at all. Saying "spring batch still not work properly with spring event like ..." means like it supports them but not in a correct way. That's very different.
