Jlink V9.22 No emulator with serial number

I have a problem on Jlink V9.22 similar to the following

I also met this issue when use Jlink V9.16a, it works well on previous Jlink V886.

The error they were getting should be fixed in the latest pylink release.

Umm, isn't this a pure duplicate of #254 ? There is an observation of possible cause and solution is discussed in #259.
