`physDesc/p/bibl` should display inline, with a link formed from the `ptr/@target`

These should display in line, which they are on production, but a student noticed on development that sometimes they were displayed in a bulleted list, e.g. https://dev-bl.vuexistapps.us/ms/70 (double check this is still true)
