Display changes for `rubric[fw]/locus`

Some tei:rubric elements have a child fw element for which we want to customize the display.

Current:

Title: ܡܕܪ̈ܫܐ ܕܢܨܝ̈ܒܝܐ

Preferred:

Running Title (e.g., Fol. 4b: ܡܕܪ̈ܫܐ ܕܢܨܝ̈ܒܝܐ

Notes:

• folio location coming from rubric/fw/locus/@from (Note that Locus elements for running headers should be inside the tei:fw element britishLibrary-data#1949 is for normalizing the data here)
• currently, the font of the Syriac (the text node of rubric) is bold, but should be normal weight
• "Running Title" and "e.g., Fol." should be supplied by the app
• There may be multiple locus elements, so multiple should display in a comma-separated list
