implement endpoint that returns prediction array for given lat and lng

Is prediction of whether it's going to rain or not the right thing? I'm thinking more the intensity of rain at each 6 minute period, where an intensity of 0 means no rain. This maps well to just using the predicted map as a lookup table.

Longer term maybe we'll associate probabilities with out predictions and use tuples (time, intensity, prediction), where in the simple case the prediction is always a 100%.
