[question] help on MCMCDyn1Step test

Hi @krivit,
I am studying the ERGM / TERGM code to get a more complete understanding of the software we use with EpiModel but find myself a bit stuck on the TERGM sampling step.
I understand most of whats going on but cannot figure out the test that is done in MCMCDyn1Step to decide whether or not to accept the proposed network.

This code here. Do you have documentation or a paper I could go through to understand why this test works for this purpose? (I understand the code but lack the knowledge to see why it allows the decision to stop the sampling)
