Update the config settings for p23

There have been a bunch of config setting renames in protocol 23, as per CAP-66. We need to reflect these renames in the Core's sorobaninfo command and then parse and name these settings appropriately in supercluster.

We also should add the new settings (max in-memory reads and flag write fee).
