monitor for completeness of history archives

Stellarbeat currently checks that the latest checkpoint in a history archive is recent. However, there's no way to check for completeness of the archive. In fact, in the past some archives have had major gaps.

I propose adding historical checkpoint monitoring. This can be costly so instead of continuously monitoring for all checkpoints you can spot check one per day or one per week.
