Discuss connectivity matrix format (XML vs JSON) for CGRA/PP&R interface

I would vote that we postpone this until next quarter, since we already have the XML readers and writers working (right?)  Then, next quarter we can swap them out for JSON, pending agreement on what the JSON format will look like.
