how do you configure the secret placement target namespace

I am trying to use a subscription to place the htpasswd secret on a managed cluster into the openshift-config namespace and the source namespace should not be openshift-config for the secret,application,subscription,channel as this would mess with the hub cluster configuration and there should be isolation. How do I configure the namespace to source from namespace A (workshop) and place into namespace B (openshift-config).
