Decide list of example Ops procedures

We need to decide what Ops procedures, for event streaming infrastructure deployed with Strimzi, we will cover in the initial content. Examples could "Creating a new Kafka cluster", "Adding a new Kafka User with specific access controls", etc.

The output for this task should be stub markdown files in the docs directory listing each procedure and a outline of what needs to be covered. A corresponding issue, for writing the actual procedure each should be created in this project.
