Automate healthcheck.io check creations

Multiple services use healthchecks.io to report any downages. Whilst these services are managed by ansible, their checks on healthchecks.io are not as of now.

We should add the creation of these checks by using the [API]( https://healthchecks.io/docs/api/#create-check) in Ansible, or eventually manage these healthchecks through terraform.
