Adopt new `-fdepscan-prefix-map` format

-fdepscan-prefix-map=a=b is changing to -fdepscan-prefix-map a b in order to avoid issues where the option value contains the delimieter character. We should adopt the new syntax. See swiftlang/llvm-project#10740
