If 8.5 is not supported, max version should be set to 8.4.99 in package.xml and <8.5 in composer.json

At present, php 8.5 is still in the status of rc version. We need to wait until the official version of 8.5 is released, add the relevant CI test work flow, and then add support for 8.5.
