Add Fortran Support

Finish the internal support for the Fortran language (2008 or later)

Add build manager support. Largely this ticket is waiting for fpm to finish adding shared library support. Another option is to re-use meson, currently used for C++ integration, as a way to build fortran shared libraries.

Requires message pack support
