Performance is Worse with FSR (PPV2 or OnRenderImage)

As others have reported, performance actually decreases when either FSR implementation is enabled in this project.

We use it in our game targetting Windows (unity 2020.3.34f1) and it gives very good performance gains even with just 1.3x upscaling (PPV2 approach). That being said, its more impactful for people that are GPU bound obviously.

By any chance, would a FSR 2.0 update be possible?

For more context, I cloned this project using Unity 2021.3.10f1 & Built-In render pipeline (I can't use URP/HDRP for my existing project I am considering this for) and ran the water_scene.unity scene @1080p VSync off on my i7-10750H 6C 12T 32GB, GTX 1650 Ti.
I tried disabling the water, reducing the tessellation, switching to forward rendering, disabling shadows, changing MSAA... In all cases performance was equal or worse with FSR.
