[feature] recover when wifi is turned off intentinally, skip AP setup mode

This is a low-priority feature that is only relevant if WiFi is turned off regularly (e.g., at night). In this case, the watchdog-triggered restart mechanism will cause the clock to enter the Wi-Fi setup mode.

temporary workarounds would be:

• trigger a power cycle / restart after turning the WiFi back on
• turn of watchdog -> leading to issue [bug] clock sometimes loses WiFi connection #15

A full solution would require further tests if ESP reconnected to a reappearing known WiFi network after skipping setup mode.
