Update DCP end-point

@monkeypants there is a question to ATO, I suppose
DCL Implemetaition Guide has API method for updaiting DCP's endpoint (PUT /api/capabilityPublishers{capabilityPublisherID}) but in this document it's not specified - who would use this method. In Business requiremens doc, specifically in Epic 004 there is no such a user story, only one mentioning of updating DCP info in DCL in user story 38, but it's only about public info (no mentioning of end-point at all). Thats why now we don't have a feature about that API method and it looks like we won't implement/test/etc it.
Question for ATO is - who and in what situation use it.
Question for us is - should we write feature/scenarios for that method, asssuming it's Accredited Servise Provider who use this method?
